防災

『備えよ、常に！』　～明日がもしもの時かもしれないから～

 

先月、都内でも停電が発生する程、大きな地震がありました。

いつも生活の中で頼りにしているライフラインが、たった１つ、たった数時間遮断されてしまうだけでも、私たちはパニックになってしまうものです。

今回の地震で、私の地域では停電は免れましたが、東日本大震災の時は、生まれて半年の子供を抱えながら、計画停電を経験しました。数時間後には電気が点くとわかっていても、その数時間はとても心細かったことを覚えています。これが被災地ともなれば、数週間、数ヶ月も続くのかと思うと、想像しかできませんが、ゾッとします・・・

どこかで災害が起こるたびに、備えておかなくてはと思うのです。

井上レディースクリニックでは、毎月１回防災訓練を実施しています。防災委員のスタッフを中心に、災害が発生した時にどう動くのか、何が必要かなど、スタッフみんなで取り組んでいます。

今回はその防災委員に所属するスタッフが、クリニックの防災への取り組みについて教えてくれました。

 

２０２２年４月。出会いと別れの季節ですね。新しい環境で、新生活をスタートされる方も多いのではないでしょうか。　新生活の場での防災への備えはできていますか？近くの避難場所を知っていますか？遠く離れた家族と、どうやって連絡を取るのか、話し合いましたか？

井上レディースクリニックでは、毎月１回防災訓練を実施しています。私が入職した当時（平成１０年）から、火災を想定した消防訓練は行っていましたが、１１年前の東日本大震災を機に、訓練内容を大幅に見直しました。

火災だけでなく、地震や突発的な自然災害にも対処できるように、様々な災害を想定し、総合的な訓練を行うようになりました。

そして、震災後に生じた様々な物資不足を経験し、病院敷地内に防災倉庫を設置しました。

『備えよ常に！』

これは、井上裕子院長が日ごろからスタッフに伝えているメッセージです。この言葉を意識し、私たちは毎月の訓練、そして日々の業務に取り組んでいます。

 

井上レディースクリニックには、現在３つの組織委員会があり、常勤ドクターを含むスタッフが所属しています。

・第１委員会　感染対策・医療安全

・第２委員会　環境整備

・第３委員会　防災・災害対策

私が所属しているのが第３委員会（防災）です。　３．１１以降、『毎月１１日は防災の日』と定め、４つのグループ（地震・避難・火事・その他）が月替わりで内容を考え、訓練の指揮をとっています。

クリニックで実施している訓練内容は多岐にわたります。

 

1．地震発生を想定した訓練（身の安全確保、院内確認からリーダーに報告までの流れ）

2．災害時の避難ルート（非常口）の確認、患者様避難時の点滴ルートの外し方訓練

3．エレベーター内に閉じ込められた場合に使用できる安心防災BOXの設置

4．スタッフの備蓄確認（帰宅困難時に対応できるようスタッフにはロッカー内に食料などの備蓄を推奨しています）

5．院内の消防設備確認とその使用方法の確認（消火器、消火栓、非常ベル、非常放送の練習、消防署への通報訓練など）

6．クリニック内緊急避難場所の設置（ホールに段ボールや椅子で避難所を作成）

7．立川消防署が主催する自衛消防審議会への参加

8．クリニック敷地内での起震車体験

9．コロナ禍で頑張っている人たちに贈る感謝の敬意「フライデーオベーション」

10．災害時の非常用トイレの設置

などなど・・・

 

これらの訓練を重ねていても、突然やってくる災害に対する不安が無くなることはありません。　

ー災害発生時に、その場に居合わせたスタッフだけで、本当に、的確に、迅速に対応できるだろうか・・・

特に深夜は、待機しているスタッフも限られ、全て訓練通りに当てはまるわけもなく、難しい課題もあります。

２月の深夜帯に起きた製菓工場の火災事故は、決して他人ごとではありません。

明日は我が身。　私たちがチーム井上として守らなければいけない命のために、これからも訓練の基本は忠実に行っていきたいと思っています。

そしてこれまで以上に、訓練のグレードを底上げし、臨機応変に対応できるよう、第３委員を筆頭にスタッフ全員が一丸となって訓練を実施していきます。
